CAP’s Core Principles

• Taxation & Spending

  Pennsylvania is in the minority of states whose power to tax its citizens and spend their money is unlimited.

• Educational Excellence

  A well-educated citizenry is the bedrock of a prosperous society. Enabling parents to choose the school that best fits their children’s academic needs is the best way to ensure a well-educated citizenry.

• Reforming the Legislature

  Only four states in the nation have a full-time legislature, and Pennsylvania is one of them.

• Right to Work

  “Right to work” states are those that do not force workers to either: (1) join a labor union; or (2) pay union fees as a condition of employment.

• Public Pension Reform

  Government employees in Pennsylvania are enrolled in a myriad of defined-benefit pension plans.

• Health Care Reform

  Health care is outrageously expensive, and government interference is the primary reason.

• Lawsuit Reform

  Our Commonwealth, unlike several other states, has done nothing to combat frivolous lawsuits and “jackpot” jury awards.

• Initiative, Referendum & Recall

  Article I, Section 3 of the PA Constitution clearly states, “All power is inherent in the people…they have at all times an inalienable and indefeasible right to alter, reform or abolish their government in such manner as they may think proper.”
